Bandai Namco launched Tales of Luminaria worldwide. However, there’s something special for people to start. A welcome gift is sent out to every player. It’s a small amount of Tales of Luminaria gacha currency, so people can try summoning. People get 300 PB-Stones.
While that seems like a small amount, 300 PB-Stones is enough for people to perform one 10-pull on the Tales of Luminaria gacha. People can get it from the main menu’s Present Box. You can claim it alone or claim every item in the box at once.

Upon your first login, be sure to check your Present Box and receive PB-Stones for summoning!

As for how the Tales of Luminaria gacha works, it involves equipment like weapons and costumes. These range in quality from three-stars to five-stars. Also, while 300 PB-Stones gets you a guaranteed 10 items, you also might get 11.

Tales of Luminaria is available for Android and Apple iOS devices. As pointed out in a Siliconera interview with Sugi, all updates will appear simultaneously worldwide.
