The Master Rank Kulve Taroth will appear as part of a limited time Event Quest. The event comes with new armor to craft and upgrade weapons that you can get from the Kulve Taroth Siege.

Tempered monsters are the toughest out there, but they pale in comparison to the Elder Dragons known as the Arch-Tempered monsters. You’ll get to take on the Arch-Tempered Namielle as part of a limited time Event Quest as well in update version 13.5.
