Here’s the full list of how many chapters are in Like a Dragon: Ishin. While you can freely walk around Tosa in chapter 1, it is a rather small space. Also, while chapter 2 does take you to Kyo for the first time, it’s still a bit limited. I found chapter 3 is when the game really starts to let you explore a bit, but it won’t be until chapter 4 that you’ll find the sudden, inexplicable “crowds” of people keeping you from certain locations.
