As you cannot manually control who gets the next turn with Hanya, you will need to speed tune your party and adjust accordingly to Hanya’s SPD boost. - Meshing Cogs
Meshing Cogs is a fantastic Light Cone for a 3-star because it helps Hanya to get her Ultimate back faster. The effect of Meshing Cogs is that it regenerates Energy for the wearer whenever she attacks or gets hit. Hanya will technically always attack someone since her Skill requires her to hit the enemy, which means she can recover extra Energy with each turn.

When choosing Relics for Hanya in Honkai: Star Rail, you should focus on her SPD, Energy Regeneration, and either HP or DEF. If you want to make Hanya a bit more useful outside of just her Skill and Ultimate, you can try giving her Crit Rate or Physical DMG Relics. You don’t need to worry about Crit DMG, but her having a high Crit Rate can help her Break enemies easier.
